No. Once you arrive in Taiwan you are ineligible to apply for the Taiwan Scholarship. If you are currently living, studying Chinese, or working in Taiwan you will not be able to receive this scholarship. If you intend to apply for this scholarship you must do so while in your home country. This scholarship is awarded through the Taiwan Ministry of Foreign Affairs, not NDHU or any other university.
